Recovery programme — funding systems
Primary technical resource on a central-government pandemic recovery programme, leading the design and build of finance and contestable funding assessment systems under deadline pressure. Contract extended multiple times across the year.
The work
- Designed and built a serverless ETL solution and reporting model in Python — integrating multiple APIs, AWS services, and financial data feeds.
- Built a finance reconciliation system to streamline the grants payment process and track payments end-to-end. Used in production until the off-the-shelf grants management system was implemented.
- Delivered an application assessment system for contestable funding at scale.
- Built an automated ticketing solution on Azure to manage enquiry volume, plus an ARIMA forecasting model to predict enquiry load.
- Built a serverless machine-learning solution for processing handwritten forms using AWS Rekognition — supporting a novel funding process.
- Managed contract deliverables and resources, coordinating with an external SaaS vendor for the technical financial integration into the on-premises finance system.
Approach
Built with meaningful incorporation of Te Tiriti o Waitangi principles and consideration of tangata whenua across development, data collection, and analysis. Worked to build cross-agency relationships to promote interagency data sharing.
