Basal is a specialist health integration consultancy. We take on a small number of engagements at a time, sized so the work runs from architecture through to signed-off, in-production systems — no layers, no hand-off.
We work where technical depth meets governance fluency: designing the architecture and translating it into decisions the executive can actually make. Most engagements involve clinical messaging (HL7 v2.x, FHIR), middleware, cross-agency data sharing, cloud migration, and the security artefacts (Privacy Impact Assessments, Security Risk Assessments, Authority to Operate) needed to actually ship in a government environment.

Flynn McLean
Principal Architect
Flynn has spent the last five years building national-scale clinical infrastructure across New Zealand and Australia, marking nearly a decade of senior system design and delivery inside government. In health, his work runs from New Zealand's notifiable disease and STI surveillance platforms through to integration across NSW Health's SDPR, full-stack, from HL7/FHIR interface design and middleware architecture to cross-agency data sharing, cloud migration, and executive-level governance.
He's a hands-on builder as much as an architect, and stays close to the code including active development in the IoT and embedded space.
Before health, he led system design and analytics across central-government recovery programmes, operating-model and pandemic response, and tertiary-sector funding infrastructure. Durable production systems that go live under real deadline pressure.
